The Priliminary Design Proposal had 15 site locations with two basic concepts shown below in (2) and (3)

The first proposal had man made islands created by landfill deposited into the seawater.

The Second Proposal where feasble because of site conditions were interior lagoons created by dregging the land and allowing the sea water to flow inside.

All this required highly sophisticated engineering of tidal and coastal behavior, environmental effects on marine and plant life and international consultants were onboard at the priliminary design stage to advice on a feasable budget and working solution.
